If you were looking for the Badoo Twister application to chat with random people in the site Badoo.com, it seems to be that, for now, the service is not available.

Chatroulette: this is one of the best known services. It works in the same way that Badoo Twister used to work. You connect to the site, the site detects your cam and there will begin to appear people randomly with webcam.
